You now need to register here :
http://www.cincomsmalltalk.com/userblogs/cincom/blogView?content=smalltalk
Then download the "network installer" that allow you to choose and install
the visualworks version you need,
pay attention to get all the following "Add-ons" and "Goodies" :
* COM Connect (for Windows)
* DLL & C Connect
* Database Connect
* et Cincom Goodies
That's it !
