You should follow this link:
http://www.cincom.com/scripts/smalltalk.dll/downloads/index.ssp?content=visualworks
You then need to register and you will receive a new link by e-mail. You
can then download BaseVisualWork.tar.gz and the virtual machine
corresponding to your system either through the web or through ftp which
might be faster.
