The instructions you found were for Smalltalk MT - a completely different
dialect of Smalltalk. For VisualWorks 3.1, you'll find a parcel called
ImageMaker.pcl. Load this in. Then, run:
   ImageMaker open

Close all windows except for the Launcher, ImageMaker, and your own window.
Choose the options you want in ImageMaker and choose File/Make Deployment
Image. It will ask you to save the image and quit. Launch that image a
second time. It will automatically save and quit. The third time you
launch it, only your window will be visible and you have your deployed
image.
